Cars which do not do these two things are not put on the board. (e.g.   The most powerful production car ever featured on Top Gear is the 981 brake horse power Bugatti Veyron, but it has not yet been driven around the track by The Stig because Bugatti will not lead them a car to do so.   Currently, the fastest recorded time on the Top Gear Test Track is a Renault F1 car, which had a time of 59 seconds. The Fastest road-legal car is the Gumpert Apollo with a time of 1:17:1   Here's a table of all the cars that have been timed around the track.  I have also noted what episode of Top Gear the car appears in.
